BLUEPRINT FOR PROGRESS:
Realizing the Vision
The Baltimore County Public Schools are dedicated to providing a
quality, comprehensive educational program designed to address the needs
of a diverse student population. Building on current successes, the
system’s Blueprint for Progress -- its road map for the future -- outlines the
vision, mission, belief statements, goals, strategies, and indicators of progress
that will lead to increased achievement by all students.
The Blueprint for Progress provides clear direction for everyone
involved in education in Baltimore County, including our teachers,
administrators, support staff, parents, and the community. The foundation
of the Blueprint for Progress is quality instruction. Implementing this
blueprint is essential. Today’s children are the only future the human race has.
We must teach them well. They deserve the best.
Vision
We will have graduates who have the knowledge and skills to
participate meaningfully in a multicultural, technological, and
change-oriented society.
Mission
The mission of the Baltimore County Public Schools is to provide a
quality education for all students, one that develops the content
knowledge, skills, and attitudes that will enable them to reach their maximum
potential as responsible, productive citizens and life-long learners.
Indicators of Student Achievement Progress
The Baltimore County Public Schools continue to strive to increase the
quality of the educational opportunities offered to students. Systemic
reform efforts are focused on continuing to increase student achievement by
raising standards, improving instruction, challenging low expectations, and
enhancing parental and community support. These efforts stem from our
commitment to excellence and equity -- the belief that all students
deserve to receive a quality education. State or county standards have been established for each Indicator of Progress. All indicators require continuous improvement over time by all
ethnic, gender, and socio-economic groups to reduce achievement gaps.
By 2005, Baltimore County Public Schools will meet or exceed these
state or county standards. Current performance levels suggest that some
indicators will be met well before 2005; others will take longer to be
met. School-based needs assessments may lead to the identification of
additional indicators at specific schools.
· All schools will have annual student attendance rates of at least 94%
(state standard).
· All students will score at or above grade level in reading and
mathematics, based on the Comprehensive Tests of Basic Skills/5 (county standard).
· All schools will have a score of at least 100 on the school
performance index, which incorporates all subjects measured on the Maryland School
Performance Assessment Program -- MSPAP (state standard).
· 70% of participating special education students will meet or exceed
state standards for the Independence Mastery Assessment Program -- IMAP
(state standard).
· All students will meet system-defined grade level expectations prior
to promotion (county standard).
· All students will pass the three Maryland Functional Tests by the end
of grade 8 (county standard).
· All high schools will have annual dropout rates of less than 3% (state
standard).
